Manager of Public Works - Town of Peace River

Nestled along the beautiful banks of the Peace River, where the Smoky River, Heart River, and Pat’s Creek come together, Peace River is a charming town full of adventure and breathtaking scenery. Located about five hours northwest of Edmonton and just two hours northeast of Grande Prairie, it’s the perfect getaway for nature lovers and thrill-seekers alike!

Reporting to the Director of Infrastructure and Development, the Manager of Public works is responsible for operations and maintenance on the roads, water distribution and wastewater collection systems within the Town of Peace River.

  • At least 5 years previous leadership experience in road maintenance operations and/or utility operations, preferably in the Municipal sector, including construction, snow removal, and buried utilities work.
  • It is imperative that applicants have significant experience problem solving in the areas of water distribution, sanitary collection and stormwater system management.
  • Knowledge of relevant provincial and municipal legislation, policies, and programs with the ability to integrate and use that knowledge in a practical manner.
  • Experience operating equipment and machinery.
  • Must hold a valid Class 5 driver’s license.
  • Preference for an applicant with a degree or diploma in a related field (public administration, business management, logistics…etc.), or holding designation as a Certified Engineering Technologist (CET).
  • Must be computer literate with strong knowledge of Microsoft Office programs.
  • Strong time management skills to manage variety of tasks with competing deadlines.
  • Highly developed interpersonal, verbal, writing, and presentation skills, with the ability to use tact, diplomacy, and mature judgment.
  • A Class 3 license with Airbrakes Endorsement.
  • Regular management of the water distribution and sanitary collection systems.
  • Stormwater System Management.
  • Regular management of transportation systems.
  • Regular Management of the light and heavy fleet vehicles.
  • Develop and execute departmental work plan based on organizational business plans.
  • Assist in the preparation of procurement documents (RFP, RFQ, Tender…etc.) for operational needs, contracted services, materials requirements.
  • Manage direct reports in day-to-day responsibilities.
  • Train, mentor, and support staff development.
  • Assist in the preparation of annual department operating and capital budgets.
  • Monitor and provide reporting on budget compliance throughout the year.
  • Comply with all Town policies, work procedures, rules, safety instructions and relevant directives in the Alberta Occupational Health and Safety Act, Regulation and Code.
  • Participate in municipal emergency response which may require work outside normal business hours, or outside normal business duties to protect the community or assist their neighbours.
  • Assist the OHS Coordinator in safety initiatives such as development of new procedures, review of existing procedures, revisions to directives and making sure staff are trained appropriately.
  • Participate in workplace safety initiatives including reporting, investigations, and safety meetings.
  • Familiarize oneself with HR policies and procedures and enforce the same.
  • In collaboration with Human Resources, manage the hiring, terms of employment, evaluation, discipline, and termination of employees.
  • Investigate and respond to inquiries, concerns, and complaints from the public in a timely, tactful, and effective manner.
  • Foster positive and responsible working relationships with other government agencies, the private sector, community organizations and residents.
