Chief Administrative Officer - Town of Vermilion

ABOUT THE TOWN OF VERMILION
With a population of over 4000, it features excellent cultural and recreational facilities, restaurants, retail stores and a growing commercial/industrial sector. The Town of Vermilion is a strong community with outstanding volunteer organizations.
They encourage and promote economic development activity within the Town of Vermilion and the surrounding region. While supporting existing businesses the Town encourages new companies and entrepreneurs to investigate what Vermilion has to offer. Vermilion has year-round activities that cater to everyone.
THE ROLE
Reporting to Council, the Chief Administrative Officer (“CAO”), is the senior executive to Council and is responsible for the overall planning, budgeting, strategic leadership and management of the administration of municipal operations as guided by the objectives, plans and policies approved by Council.
THE CANDIDATE
The Town of Vermilion seeks an energetic, dynamic, progressive and collaborative leader. In addition to possessing superior tact and diplomacy skills, they will have a strong sense of fairness and compassion, exceptional relationship building skills (high EQ), and the ability to build and support strong teams.
The CAO will have the ability to create a respectful environment in which diverse perspectives and opinions can emerge and spur transformational ideas.
The CAO will preferably reside in or near the community.
Core Competencies:
- An undergraduate degree in business or a relevant field. A combination of alternative education and experience will be considered.
- Preferred to have completed the National Advanced Certificate in Local Authority Administration.
- A proven track record of organizational leadership with demonstrated success in change management, preferably in the municipal sector.
- A strong understanding of the MGA, LAEA, and ICF agreements.
- Strong financial and business acumen.
Key Responsibilities
- Manages and administers the business of the Town of Vermilion in accordance with the bylaws, policies, resolutions and plans approved by Council. Ensures the council and administration comply with the municipal government act and other relevant regulations.
- Leads, directs and coordinates the Senior Leadership Team. Delegates appropriate duties and responsibilities for efficient and effective management and administration of the business of the Town of Vermilion.
- Exercises and maintains sound financial management over the Town of Vermilion.
- Oversees daily operations for the Town of Vermilion.
Other Areas of Responsibility
- Develops and promotes an inclusive culture. Creates a safe workplace that extends this to the broader community by promoting working to build bridges of understanding between individuals and community groups.
- Monitors and ensures the adequacy of the Town of Vermilion’s organization and structure to deliver all programs policies and plans approved by Council effectively and efficiently.
- Represents the interests of the Town of Vermilion on federal, provincial, regional and local municipal intergovernmental issues and with the boards, agencies and commissions at the management and administrative level.
- Initiates, develops, nurtures and improves relationships with neighbouring and fellow municipalities, local chambers of commerce and other stakeholders.
