Secretary - Treasurer - Holy Family Catholic Regional District

The Holy Family Catholic Regional District (HFCRD), located in Peace River, supports nine schools in Alberta. Their learning environment fosters education and motivates students to continuously learn and remain grounded in the Catholic faith.
THE ROLE
Reporting to the Superintendent, the Secretary-Treasurer is responsible for supporting the school division with business, financial administration, and support services in accordance to policies laid out by the board.
Clear understanding of the Collective Agreement and Alberta Education Funding Manual are imperative as all financial items need to be accounted for as they impact the annual budget.
THE CANDIDATE
The successful candidate will be a proven leader that is highly skilled with senior management experience and will promote the long-term vision of financial management. Key accountabilities include reporting as required by legislation, Alberta Education and board policy, preparation of annual financial statements, budgets, cash flow statements, negotiating collective agreements and preparing presentations to present to the Superintendent and Board.
The ideal candidate will have:
- A bachelor’s degree with a focus in business administration, accounting or finance. The equivalent combination of education and experience will also be considered.
- A CPA Designation (required).
- 5 – 7 years’ accounting/finance experience preferred and leadership experience.
- A successful track record within a similar school division; will also consider individuals with direct experience from accounting firms.
Core Competencies:
- A successful track record in financial management including development of budgets and monthly reports for the board.
- Preparation of board packages prior to board meetings so members can review in advance.
- A clear understanding of the Collective Agreement and how Alberta Education funds them.
- Collaborate and communicate between the schools, parish and the diocese.
- Arrange meetings for the Board with municipalities and with MLAs.
- Risk management.
Key Responsibilities:
- The Secretary-Treasurer is responsible for signing off on accounts receivables, accounts payables, payroll and benefits for staff in addition to completing annual performance evaluations of direct reports;
- Attend all board meetings and provide advice and recommendations on the development of all budgets;
- Management of all the financial records for all schools, the internal audit process and collaboration with the external auditor to supply scheduling and reports to complete the audit process;
- Prepare and execute all business contracts including joint-use agreements, leases, by-laws, and plebiscites;
- Supervise and support as the Occupational Health and Safety Coordinator for the Division;
- Assist the Superintendent in preparation of the Three-Year Capital Plan.
Procedure Development:
The successful candidate will develop, review and manage administrative procedures for the following items:
- Effective financial management policies
- Property management including inventory control and insurance
- Student information systems
- Capital building projects and grant funding
- Cash management, accounts receivable and accounts payable
- Payroll, including employee benefits
- Operating and capital budgets
- Fundraising
